The Spanish wind sector and the latest electricity sector reform – impacts & lessons

The Spanish Renewable Energy Association (APPA) is organising a side event on the Spanish electricity reform at EWEA 2014 Annual Event.

Spain’s renewable electricity sector as a whole since 2010 has been confronted with a series of significant cutbacks regarding its remuneration, mainly on a retroactive basis. This includes wind energy, which has been faced with cuts of wind premiums, a moratorium for new installations, a new tax on the gross revenues of electricity sale in the wholesale market, the abolishment of the feed-in premium option and of the indexation of the tariffs to inflation.

The latest electricity reform, which is partly already in force and should completely come into effect in the coming weeks, includes the retroactive establishment of a new economic regime for RES-E based on economic parameters and standardized installations still to be defined. This therefore changes the parameters under which existing wind projects in Spain were financed, clearly endangering their economic viability.

About this side event

This side event therefore will have a close look on the impacts of this reform for the Spanish wind sector, mainly regarding technical, economic and fiscal aspects like the consequences for wind installations in the market, the impact of operation & maintenance on the operating results or the expected resulting remuneration for wind electricity.

Furthermore, the event will analyse the possibilities of legal defense both at national and European level for the affected wind plant operators, and will provide answers to the questions that will help other countries learn from the complex legal and economic situation of the Spanish wind sector.

This event will be organised in Spanish, translation into English is offered.

3rd European Wind Energy Summit on Health & Safety

The Spanish Wind Energy Association (AEE), in cooperation with EWEA, is organising the 3rd European Wind Energy Summit on Health & Safety at EWEA 2014 Annual Event.

Attendees will have the opportunity to exchange information and experiences on H&S, enhancing risk-prevention and reducing accidents in the wind energy industry. This summit will showcase best practice in different generation scenarios and regulation models and strengthen collaboration between service providers, energy producers, regulatory bodies, H&S professionals and national and European wind energy associations. It also provides a meeting platform for sharing the concerns and experiences of the labour force across wind energy’s supply chain.

During this special topic conference international speakers will analyse preventive management and training experiences; main challenges in the harmonisation of standards; inspection, accident investigation and action plans; good practice guides; major risk prevention (working at height, chemicals, electric hazards) and maintenance of offshore wind farms.

ACCIONA, in partnership with EWEA, offers you the opportunity to visit the Serra de Vilobí II wind farm during the EWEA 2014 Conference & Exhibition. It was one of the last wind farms installed in Spain before the establishment of a moratorium on the construction of renewable energy plants in 2012.

Developed, constructed, owned and operated by ACCIONA Energía, it consists of three AW116/3000 turbines of ACCIONA Windpower technology. Each turbine has a capacity of 3 MW and a rotor diameter of 116 meters, which means a swept area of 10,568 square meters. This model, designed for sites with average wind speeds, is installed on concrete towers with a hub height of 100 meters.

The AW3000 wind turbine is the most developed wind power range of ACCIONA Windpower. It has had a very good reception in the market, with orders for around 1,200 MW in 2013 for wind farms in the USA, Canada, Mexico, Brazil, Poland, South Africa, Turkey and Spain. The range includes models with rotor diameters of 100, 109, 116 and 125 meters, mounted on steel or concrete towers with hub heights from 87.5 to 120 meters above the ground.

The Serra de Vilobí II wind farm, located in the municipality of Tarrés (Lleida province), produces clean energy equivalent to the consumption of around 6,000 households a year, avoiding the emission of 19,000 metric tons of CO2 per annum from conventional coal-fired power stations.


  • 16:00-17:30: Transfer to the Serra de Vilobí II wind farm, located in Tarrés (Lleida)
  • 17:30-18:30: Visit to AW116/3000 turbines of ACCIONA Windpower technology, with a technical explanation of their operation.
  • 18:30-18:45: Transfer to the ‘Simó de Palau’ restaurant.
  • 18:45-20:00. Cocktail. Tasting session of typical foods and wines of the area (Conca de Barberà).
  • 20:00-21:30: Return to Barcelona.

The visitors will receive an explanation of the main technical features of this advanced turbine from expert personnel under real operating conditions.

The visit will be followed by a cocktail in the wine cellar of a picturesque restaurant in the area where you will be able to taste typical products of Catalan cuisine, including the popular calçots, a spring onion that is traditionally eaten grilled at the end of the winter. Cavas and wines from the wine-producing area of Conca de Barberà will also be served.

The Basque Energy Cluster is a non-profit organization which was set up in 1996 to improve competitiveness in the Basque industrial fabric in the energy sectors by means of collaboration. The Basque Energy Cluster integrates companies that operate in the Spanish energy markets at the different segments of the supply chains: energy operators, component and equipment manufacturers and service companies, Research Centers, Universities and public administration bodies involved in the energy fields.

One of the most important value chains represented in the Basque Energy Cluster is the one related to wind energy. The Basque Country has played a leading role in the onshore wind energy marketplace, both from a technological and a business perspective. Multinational companies such as Iberdrola (wind farms developer) and Gamesa (wind turbines manufacturer) are leaders in the field of wind energy worldwide and capable of taking on a key role as drivers of the Basque industrial and business fabric. This competitive industrial fabric, integrated by manufacturers of electrical and mechanical equipment for the wind turbines, is backed up by a network of internationally renowned technology centres, as well as by highly qualified service companies.

The objective of the side event organised by the Basque Energy Cluster during the EWEA 2014 Conference & Exhibition in Barcelona is to showcase the current portfolio of Basque companies in the value chain of wind energy and to present some of their most recent developments and projects. The event aims also to act as a promotional tool on the capabilities of Basque companies in the emerging offshore wind energy market.

Invest in Brazil – Wind Power

Apex-Brasil together with ABEEOLICA, the Brazilian Wind Power Association, present Invest in Brazil – Wind Energy, at an event hosted by representatives of the Brazilian Government and Brazilian states.

Mature economies are struggling against continued economic stagnation, but growth in Brazil’s GDP is projected to exceed 5% per annum over the coming years. As the host nation of the 2014 World Cup and 2016 Olympic Games, Brazil offers substantial investment opportunities across a wide range of sectors, in particular the energy sector.

This seminar and reception bring together sector leaders to discuss the opportunities and challenges of investing and doing business within the renewable energy sector. It is open to all EWEA 2014 participants.
